I. INCIDENT BRIEF
Loaded F/S U/B in LMR with poor weather conditions grounded while seeking safe harbor in anchorage. Vessel freed on own after decreasing forward draft by pumping ballast aft. No injuries, damage, or pollution reported. Chemical test results negative on pilot. Apparent cause was human error. The draft of the vessel was too deep for the water depth at that location in the anchorage IAW survey dated 09JAN02. Contributing factor was poor visibility. DCA per G-MOA ltr 01-00.
